Do partially paid tickets get a Cash Discount?

Do partially paid tickets get a Cash Discount?

For the Cash Discount to apply, the ticket has to be paid fully in Cash. 

Example:
Service $103.75
Cash Payment $50.00

Non Cash Payment Due $53.75
Cash Payment Due $50.00
